About the Center for Outcomes Based Contracting

The Center for Outcomes Based Contracting is transforming how school districts and providers partner to serve students. Through outcomes based contracting, a model that ties at least 40% of provider payment directly to measurable student results, we create shared accountability for the outcomes that matter most. The premise is simple: providers succeed when students succeed.

What began in 2022 with four pioneering districts has grown into a national movement now active across 26 states. Along the way, we have built the tools, frameworks, and partnerships that help districts and providers get this work right, including the Standards of Excellence for Outcomes Based Contracting™, the field's benchmark for high-quality implementation. Today, more than 63,000 students are served under outcomes based contracts, with more than 21,000 verified student outcomes achieved. At a time when public education is under enormous pressure and every dollar counts, we believe outcomes based contracting is one of the most promising levers available for driving real, measurable change in students' lives.

This is not compliance work or contract administration. It is field-building work at the intersection of policy, practice, and partnership, with a team that cares deeply about getting it right. We are ambitious about where this goes: one million students served through outcomes based contracts by 2030. And we are building the organization that can get there.
