Job Summary:
The Management Analyst 5 supports the Contracts & Procurement (C&P) Division by managing enterprise projects, conducting business and process analyses, and delivering actionable insights to improve operations. The role involves using Lean tools, data analytics, and project management to enhance workflows, ensure compliance with reporting requirements, and support diversity spend initiatives.
Key Responsibilities:
- Manage and lead complex, multi-agency projects involving technology and workflow optimization.
- Conduct data analytics, reporting, and systems support to inform decision-making.
- Apply Lean tools to improve multi-agency workflows, systems, and processes.
- Oversee and analyze statewide datasets to ensure compliance with statutory requirements.
- Track and analyze diversity spending initiatives across DES and statewide programs.
- Prepare fiscal notes, financial tools, and reports, including trend and cost/benefit analyses.
Required Qualifications:

Education/Experience:
- Bachelor’s degree in business, public administration, law, or related field (or equivalent experience year-for-year).
- 5+ years in two or more areas: research, policy analysis, business analysis, project management, operations management, or policy development.

Skills:
- 5+ years of advanced Microsoft Excel experience (pivot tables, visual modeling, filtering, data import/export).
- 2+ years of data analysis experience related to contracts, including spend analysis.

Other Requirements:
- Valid Washington State driver’s license.
Preferred Qualifications:
- Certification in quality processes (Lean, ISO, or similar).
- Certification in business process analysis.
