Job Summary:
The Program Director oversees the daily operations of a General Residential Operation (GRO), ensuring compliance with state and federal regulations while providing high-quality care for children and youth in a residential setting. This role includes staff supervision, program development, case management oversight, and coordination of services to promote the safety, well-being, and development of residents.

Key Responsibilities:
- Program Operations & Compliance:
- Ensure the facility meets licensing requirements and complies with Texas Department of Family and Protective Services (SSCC) standards.
- Maintain and enforce policies and procedures aligned with Minimum Standards for GROs and federal guidelines.
- Conduct regular audits and inspections to uphold quality standards.
- Staff Leadership & Training:
- Supervise and provide leadership to direct care staff, case managers, and support personnel.
- Develop and implement staff training programs, including trauma-informed care and behavioral management techniques.
- Oversee scheduling and ensure adequate staffing levels to meet the needs of residents.
- Resident Care & Case Management:
- Ensure appropriate placement, assessment, and individualized service planning for all residents.
- Collaborate with case managers and Treatment Director to coordinate care.
- Monitor residents' progress and intervene when necessary to address behavioral or emotional challenges.
- Financial & Administrative Oversight:
- Maintain accurate records, reports, and documentation required by licensing agencies and funding sources.
- Assist with grant applications and reporting to secure funding and program sustainability.
- Community & Stakeholder Engagement:
- Build and Sustain relationships with local agencies, law enforcement, schools, and healthcare providers.
- Represent the organization in community meetings, advocacy efforts, and public relations initiatives.
- Coordinate with external agencies to ensure comprehensive support services for residents. Qualifications:
- Education:
- Minimum of a Bachelor’s degree
- Experience:
- Minimum 3-5 years of experience in child welfare, residential care, or social services.
- At least 2 years of supervisory or program management experience in a residential setting.
- Certifications & Skills:
- Knowledge of DFPS licensing standards, trauma-informed care, and behavioral intervention techniques.
- Strong leadership, conflict resolution, and crisis intervention skills.
- Proficiency in Microsoft Office Suite and case management software.
- Bilingual (English/Spanish) preferred but not required.
Work Environment & Schedule:
- Must be available for on-call duties and occasional weekend/evening shifts.
- Ability to handle high-stress situations and make quick, sound decisions.
- Some travel may be required for meetings, training, and compliance inspections.
