BVA Bears IT Solutions is seeking Technical Project Managers for PA, MD area as well as DE area. These positions are full-time, remote role with travel to other Government or Contractor facilities as required in PA, MD and DE. The standard workday consists of 8 hours, scheduled within the window of 7:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays. Core hours, generally 9:00 a.m. to 3:00 p.m., should be covered; however, specific core hours may vary depending on the agency’s requirements.
Key Responsibilities:
- Lead all aspects of project delivery — planning, execution, monitoring, and close-out, leveraging Agile principles for iterative delivery
- Establish, manage, and monitor project budgets to ensure financial compliance and cost control
- Define project scope, schedule, and quality goals in alignment with Agile frameworks (Scrum/Kanban)
- Manage procurement & vendor relationships
- Engage and coordinate with cross-functional stakeholders and subject-matter experts through Agile ceremonies (stand-ups, sprint planning, retrospectives)
- Develop and maintain robust risk management plans, including identification, qualitative/quantitative analysis, mitigation strategies, and ongoing monitoring
- Ensure compliance with all state and federal regulations across PA, MD, and DE
- Prepare and present project status, risk, and compliance reports during Agile sprint reviews and to senior leadership
- Experience in leading multiple projects or a large program
- Managing cost, timeline, scope, and quality of deliverables
- Providing expert guidance across project lifecycles (design through implementation) with Agile best practices
- Coordinating between technical teams, business stakeholders, and vendors using Agile collaboration tools
- Executing risk management within the CMMI framework
- Monitoring financials, including budgeting, forecasting, and contractor invoicing
Required Qualifications
- Bachelor’s degree in Project Management, Engineering, IT, or related field
- PMP® certification (mandatory)
- Minimum 5 years’ experience in Project Management, ideally with public sector or regulated environments
- Proven experience in risk planning, analysis, and mitigation
- Strong understanding of state-specific compliance
Preferred Qualifications:
- Exceptional organizational and problem-solving skills
- Adept at leading cross-functional teams and managing multiple state-level regulatory contexts
- Excellent communication and leadership skills
- Strong proficiency with PM tools (e.g., MS Project, JIRA, Confluence) and experience in Agile methodologies
