BVA Bears IT Solutions is seeking Technical Project Managers for PA, MD area as well as DE area.  These positions are full-time, remote role with travel to other Government or Contractor facilities as required in PA, MD and DE. The standard workday consists of 8 hours, scheduled within the window of 7:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays. Core hours, generally 9:00 a.m. to 3:00 p.m., should be covered; however, specific core hours may vary depending on the agency’s requirements.

Key Responsibilities

  • Lead all aspects of project delivery — planning, execution, monitoring, and close-out, leveraging Agile principles for iterative delivery 
  • Establish, manage, and monitor project budgets to ensure financial compliance and cost control  
  • Define project scope, schedule, and quality goals in alignment with Agile frameworks (Scrum/Kanban) 
  • Manage procurement & vendor relationships  
  • Engage and coordinate with cross-functional stakeholders and subject-matter experts through Agile ceremonies (stand-ups, sprint planning, retrospectives) 
  • Develop and maintain robust risk management plans, including identification, qualitative/quantitative analysis, mitigation strategies, and ongoing monitoring  
  • Ensure compliance with all state and federal regulations across PA, MD, and DE  
  • Prepare and present project status, risk, and compliance reports during Agile sprint reviews and to senior leadership 
  • Experience in leading multiple projects or a large program  
  • Managing cost, timeline, scope, and quality of deliverables  
  • Providing expert guidance across project lifecycles (design through implementation) with Agile best practices 
  • Coordinating between technical teams, business stakeholders, and vendors using Agile collaboration tools 
  • Executing risk management within the CMMI framework  
  • Monitoring financials, including budgeting, forecasting, and contractor invoicing 

Required Qualifications 

  • Bachelor’s degree in Project Management, Engineering, IT, or related field 
  • PMP® certification (mandatory) 
  • Minimum 5 years’ experience in Project Management, ideally with public sector or regulated environments 
  • Proven experience in risk planning, analysis, and mitigation 
  • Strong understanding of state-specific compliance  

Preferred Qualifications

  • Exceptional organizational and problem-solving skills 
  • Adept at leading cross-functional teams and managing multiple state-level regulatory contexts 
  • Excellent communication and leadership skills 
  • Strong proficiency with PM tools (e.g., MS Project, JIRA, Confluence) and experience in Agile methodologies
