Commissioning Authority (CxA) – Owls Head Wastewater Treatment Facility (OH-95)
Location: New York, NY (Brooklyn)
The Project
The New York City Department of Environmental Protection (DEP) has authorized the replacement of a Substation at a Brooklyn Wastewater Treatment Facility. We are seeking a qualified Commissioning Authority Agent/Engineer to oversee the commissioning of this critical infrastructure project.
Key Responsibilities
As the CxA, you will act as an independent party responsible for overseeing, documenting, and coordinating the systematic commissioning process. Your primary duties will include:

Planning & Leadership: Organize and lead the commissioning team, which includes representatives from DEP, NYPA, Arcadis (Design/Engineering), and the Contractor .

Documentation: Develop and maintain the Preliminary and Final Construction Commissioning Plans.

Technical Review: Review Contractor submittals, performance expectations, and Operation and Maintenance (O&M) Manuals for compliance with the Basis of Design (BoD) and Contract Documents.

Testing & Verification: * Develop test checklists and report forms for each system.
- Witness and document start-up and functional performance tests.
- Manage an Issues Log to track and resolve design, installation, and performance variances.

Meetings & Coordination: Conduct initial coordination meetings, bi-weekly meetings during commissioning, pre-testing meetings, and training preparation conferences.

Final Handover: Compile the comprehensive Systems Manual and the Final Commissioning Report. Certify when the work has achieved Substantial Completion relative to commissioning.
Systems to be Commissioned
The CxA will oversee the commissioning of the following as-built systems and equipment:
- Electrical: Switchgear, Substation Monitoring Panels, Transformers, and Battery Systems
- Renewable Energy: Photovoltaic (PV) system.
- HVAC: Full HVAC components and systems.
- Lighting: Indoor and outdoor lighting systems .

Life Safety & Utilities: Fire Alarm Systems and Sump Pumps.
Candidate Requirements
Experience:
Experience:
- Substation Experience Preferred
- NYPA/DEP Experience Preferred
- Demonstrated ability to coordinate diverse project stakeholders, including DEP operations staff and Arcadis engineering teams.
- Compliance Knowledge: Familiarity with ISI Envision certification requirements and NYC DEP standards is highly preferred.

Technical Reporting: Proven track record in developing detailed commissioning plans, progress reports, and systems manuals.
Compensation: $110,000.00 - $155,000.00 per year
