The Role
We are seeking a high-level, neutral diplomat to serve as the Port Community Advisory Council (CAC) Facilitator. This pivotal role is designed for a professional who can navigate the complex intersection of multi-billion dollar industrial operations and local community advocacy. You will be the impartial force responsible for managing the newly established Council, ensuring all voices—from global terminal operators to local activists—are heard and integrated into a productive dialogue.
Core Responsibilities

Neutral Mediation: Act as a strictly impartial third-party mediator between the Port Authority, major terminal operators (including Maher, APMT, and Port Liberty), and community stakeholders.

Governance Development: Research, draft, and implement "By-Laws" and "Governance Charters" to provide a structured and transparent framework for the Advisory Council.

Conflict Management: Facilitate "high-friction" public meetings, expertly managing divergent perspectives regarding industrial growth, environmental impact, and public health.

Stakeholder Bridging: Use your understanding of the maritime sector to translate technical terminal operations into meaningful conversations for community leaders, and vice versa.
Required Qualifications
- Professional Experience: Minimum of 5+ years of professional experience in dispute resolution, public facilitation, community engagement or high-level stakeholder management.
- NYC/NYS/NJ Public Agency Experience such as PANYNJ, MTA, NYSDOT, NYCDOT, NJDOT
- PANYNJ Experience Preferred

Education: Master’s degree in Dispute Resolution, Public Administration, or a related field is strongly preferred.

Proven Track Record in Neutrality: Demonstrated ability to maintain neutrality while working with powerful corporate entities and passionate community organizations.

High-Stakes Facilitation: Documented experience leading public meetings where significant conflict or opposing viewpoints are present.

Governance Expertise: Proven experience in establishing governance structures for public or advisory bodies.

Industry Knowledge: A baseline familiarity with the maritime and port sector to effectively navigate industry-specific discussions.
Compensation: $110,000.00 - $145,000.00 per year
