Role Overview:
Momentum, Inc. is seeking a Lead Proposal Writer to support and strengthen our government and public‑sector growth efforts. This role is responsible for developing and guiding proposal content that clearly communicates Momentum’s solutions, value, and differentiators in response to RFPs, RFQs, RFIs, and other client documentation requests. Experience writing RFP/RFQ/RFI responses is strongly preferred; however, candidates with demonstrated success in similar structured, deadline‑driven writing environments may be considered.
The Lead Proposal Writer works closely with Proposal Managers, capture teams, subject matter experts, and internal partners to transform technical and business inputs into clear, client‑focused narratives aligned with solicitation requirements and win strategies. This role requires strong writing expertise, sound judgment, and the ability to manage multiple priorities while ensuring quality, consistency, and compliance across submissions.
Core Accountabilities:
- Create clear, compliant, and compelling proposal content for assigned writing tasks
- Compile content, resumes, forms, and other materials for assigned partner data calls
- Incorporate reviewer comments and edits accurately and efficiently
- Review, understand, and develop proposals that address solicitation requirements
- Collaborate with proposal teams to submit winning proposals in accordance with the Proposal Management Plan
Key Responsibilities:
- Lead the development of high‑quality written proposal responses and related client‑requested materials, ensuring clarity, relevance, and competitiveness
- Collaborate with Growth & Business Relationship, Proposal Management, Recruiting, and subject matter experts to gather, validate, and synthesize accurate and current information
- Translate complex technical, operational, and business concepts into clear, client‑centric narratives
- Ensure proposal content aligns with Momentum’s brand voice, messaging standards, formatting guidelines, and solicitation requirements
- Develop, maintain, and continuously improve a centralized proposal content library, including reusable content and writing best practices
- Identify opportunities to improve proposal efficiency and quality through templates, tools, automation, and responsible use of AI‑enabled writing support
- Review proposal feedback and outcomes to refine messaging and improve future proposal quality
- Support broader growth initiatives, including executive summaries, case studies, and tailored client communications
- Manage multiple concurrent proposal efforts while maintaining a high standard of accuracy, attention to detail, and deadline adherence
Experience and Qualifications
Required:
- Bachelor’s degree in communications, English, journalism, marketing, business, or a related field, or equivalent professional experience (3–5+ years of direct proposal writing experience)
- Demonstrated experience writing clear, compliant, and persuasive proposal content in response to RFPs, RFQs, and RFIs
- Experience translating input from SMEs, consultants, and subcontractors into cohesive, client‑focused narratives
- Proven ability to interpret solicitation requirements and address evaluation criteria
- Experience managing multiple writing assignments with fixed deadlines
- Strong collaboration skills and experience working within proposal or matrixed teams
Desired:
- Experience supporting proposals in government, public‑sector, or regulated environments
- APMP Foundation or Practitioner certification
- Formal training or certification in proposal, technical, or professional writing

Compensation: $65,000.00 - $85,000.00 per year
