Role Overview
The Senior Systems Analyst provides highly advanced functional configuration, technical support, and consultative services for a statewide Enterprise Resource Planning (ERP) platform (PeopleSoft FSCM version 9.2). This role acts as the primary subject matter expert for the Travel and Expense (T&E) module, overseeing expense reports, cash advances, travel authorizations, corporate credit card integrations, per diems, and workflows. Operating with high independence, the analyst gathers requirements for large projects, manages batch scheduling, and coordinates cross-functional integration with General Ledger and Accounts Payable modules across state agencies.

Key Responsibilities

Travel & Expense Module & Functional Support
• Serve as the primary functional subject matter expert for the Travel and Expense (T&E) module, directing production support, configuration, maintenance, and issue resolution.
• Configure and manage core T&E functions, including Expense Types, Expense Categories, Travel Authorizations, Cash Advances, per diems, mileage rates, and tax parameters.
• Administer complex approval workflows, routing rules, default accounting configurations, ChartField mappings, and corporate credit card data integrations.
• Lead the functional design phase by authoring and reviewing Functional Design Documents (FDDs) and executing system changes utilizing event mapping, page and field configurators, and drop zones.

Technical Tools, Batch Operations, & Lifecycle Management
• Utilize PeopleSoft technical and reporting tools, including Application Designer (records, fields, pages, components), SQR, SQL queries, BI Publisher, and SAP Business Objects, to support functional operations.
• Monitor, track, and tune T&E batch jobs to proactively manage schedules, identify processing failures, configure dependencies, and optimize runtime performance.
• Coordinate selective adoption, lifecycle management, and environment maintenance using PUM, Change Assistant, Fluid UI, and Elasticsearch.

Cross-Functional Collaboration & Service Support
• Provide Level 2 Service Desk support, managing complex ticketing, advanced troubleshooting, and configurations in coordination with Tier 3 managed services.
• Partner across a large network of state agencies to gather requirements, document enhancements, and synchronize ticketing platforms (ServiceNow, BOSSDesk).
• Facilitate tight data integrations between T&E, Accounts Payable, General Ledger, and legacy statewide financial databases.
• Deliver technical cross-training to junior analysts and comprehensive functional training to agency personnel.
• Plan, schedule, and execute fiscal year-end reconciliations, verifications, and system maintenance.

Governance, Compliance, & Project Coordination
• Ensure all digital assets, web layouts, and content comply with WCAG 2.1 accessibility standards.
• Align operational support with ITIL frameworks, actively participating in disaster recovery plans, Major Incident Management (MIM) protocols for P1/P2 incidents, and annual SOC-1 attestation audits.

Required Qualifications
• 10 or more years of experience aligning with state government policies and administrative guidelines.
• 10 or more years of hands-on experience utilizing PeopleSoft developer and reporting tools, including Application Designer, Integration Broker, SQL/SQR, BI Publisher, and SAP Business Objects.
• 10 or more years of experience performing functional configuration changes and working directly with the Expenses module of PeopleSoft FSCM version 9.2.
• 8 or more years of experience managing, monitoring, and troubleshooting scheduled batch jobs within automated workload management tools.
• 8 or more years of experience applying security best practices, NIST standards, and multi-tenancy configurations within an enterprise ERP instance.
• 8 or more years of public sector experience directly working for or supporting a large network of 30 or more state government agencies.
• 8 or more years of experience developing and managing enterprise strategic roadmaps using cross-functional communication and planning.
• 8 or more years of experience utilizing ERP administrative support tools, including PUM, Fluid UI, and Elasticsearch.
• 8 or more years of experience performing functional project management activities and providing Tier 2 Service Desk support in coordination with Tier 3 managed services.
• 8 or more years of experience preparing for and executing disaster recovery testing, business continuity plans, and coordinating data collections for audits and open records requests.
• 8 or more years of experience designing and delivering presentations to executive steering committees and user groups.
• 8 or more years of experience supporting the Financials suite/tower in PeopleSoft FSCM version 9.2, and coordinating statewide fiscal year-end processing.
• 8 or more years of experience analyzing, designing, testing, and implementing components across two or more legacy and modern statewide financial systems.
• 6 or more years of experience supporting Major Incident Management (MIM) processes for high-priority (P1/P2) system incidents.
• 6 or more years of experience interpreting contractual requirements, holding technology vendors accountable to agreements, and preparing WCAG 2.1-compliant digital materials.
• 5 or more years of experience working with the functional Travel & Expense module within a statewide financial ERP system.
• 3 or more years of experience utilizing ITIL principles and practices for IT service and asset management.

Preferred Qualifications
• 10 or more years of experience working with core modules of PeopleSoft FSCM version 9.2, specifically Accounts Payable and General Ledger.

• Deep knowledge of technical and functional attributes of Oracle PeopleSoft systems.
• Proven familiarity with Agile, SDLC, and project management methodologies.
• Practical knowledge of information security frameworks (i.e., NIST standards) and ITIL practices.
• Ability to work independently and collaboratively in a diverse team environment containing both on-site and remote team members.
