BVA Bear’s IT Solutions is seeking part-time Regulatory / Medical Marijuana Operations Subject Matter Expert. The Regulatory/ Medical Marijuana Subject Matter Expert will provide program-specific regulatory and operational expertise for the Pennsylvania Department of Health Seed-to-Sale Transition Discovery engagement. This role supports validation of regulated workflows, inventory-control and traceability activities, Medical Marijuana Organization and laboratory interactions, patient-facing and dispensing-authorization dependencies, reporting needs, operational risks, stakeholder impacts, and continuity requirements. The SME works across the business, data, integration, testing, cutover, change-readiness, market-research, and transition-roadmap workstreams to ensure that discovery findings accurately reflect the medical marijuana operating environment while preserving DOH authority over policy, regulatory interpretation, procurement, risk acceptance, and implementation decisions. Must be within 2 hours of Harrisburg, PA.

Work hours are expected to be scheduled between 6:00 a.m. and 6:00 p.m. Eastern Time, Monday through Friday, excluding government holidays, with core hours from 9:00 a.m. to 3:00 p.m. ET.

Required Qualifications:
  • Bachelor's degree in Public Health, Health Administration, Regulatory Affairs, Business, Public Administration, Information Systems, Criminal Justice, Compliance, or a related field, or equivalent directly relevant experience. 
  • 7+ years of progressively responsible experience in medical marijuana, cannabis regulation, seed-to-sale operations, regulated inventory control, compliance, laboratory operations, dispensary or grower/processor operations, or comparable regulatory program work. 
  • Demonstrated knowledge of Seed-to-Sale operational concepts, inventory traceability, regulated transactions, reporting, inspection, compliance, stakeholder interactions, and continuity requirements. 
  • Experience working with a government regulator, regulated medical marijuana organization, laboratory, dispensary, grower/processor, Seed-to-Sale platform provider, or comparable regulated ecosystem. 
  • Experience supporting business-process discovery, operational assessment, system transition, implementation readiness, regulatory technology, data analysis, testing, training, change readiness, or cutover planning. 
  • Ability to interpret and explain complex regulated operations to business, technical, data, testing, and executive stakeholders without exceeding authorized policy or legal boundaries. 
  • Ability to review process, data, integration, testing, training, continuity, risk, and roadmap artifacts for subject matter accuracy and operational relevance. 
  • Strong facilitation, analytical, problem-solving, documentation, stakeholder-engagement, and written and verbal communication skills. 
  • Ability to maintain vendor neutrality, disclose potential conflicts, protect sensitive information, and distinguish verified conditions from assumptions and preferences. 
  • Ability to work collaboratively with government personnel, regulated organizations, technical specialists, and multidisciplinary project teams. 
Preferred Qualifications:.

  • Experience with Pennsylvania’s Medical Marijuana Program or another state medical or adult-use cannabis regulatory program. 
  • Experience with one or more Seed-to-Sale platforms or related regulatory tracking systems, provided all potential conflicts are fully disclosed and appropriately controlled. 
  • Experience with MMO APIs, POS systems, ERP systems, laboratory information systems, patient registries, licensing systems, reporting platforms, or other secondary-system dependencies. 
  • Experience supporting a platform transition, data migration, integration change, UAT, cutover, continuity, training, communications, procurement, or post-award implementation advisory effort. 
  • Experience with government procurement integrity, organizational conflict-of-interest requirements, public-sector records, privacy, security, accessibility, auditability, and evidence traceability. 
  • Knowledge of regulated inventory controls, laboratory testing and result exchange, dispensing authorization, inspection, licensing, reporting, and historical-data access considerations. 
  • Relevant certification or training in regulatory compliance, cannabis regulation, quality, auditing, project management, business analysis, change management, or a comparable discipline.
