We are seeking a skilled and motivated Snowflake Administrator / DBA to support the Health Analytics Program and Integrated Data Analytics Platform (HAP/IDAP) Enterprise Data Warehouse effort. This role will help administer and optimize the Snowflake data warehouse environment that supports Medicaid, Medicare, EUTF, provider, recipient, claims, encounter, eligibility, operational KPI, data quality, portal, and reporting workloads. The administrator will work closely with delivery, architecture, ETL, DevOps, security, QA, business analysis, and State stakeholders to maintain a secure, scalable, auditable, and high-performing analytics platform built on Snowflake, Azure, Azure Data Factory, Azure Databricks, Power BI, Microsoft Purview, and related cloud services.
Primary Responsibilities:
Administer Snowflake databases, schemas, warehouses, stages, file formats, streams, tasks, procedures, access roles, grants, masking policies, and operational objects supporting the EDW/HAP platform.
Support secure ingestion and processing of Medicaid and HHS data from external providers and source systems through Azure Data Lake Storage, Azure Data Factory, Azure Databricks, and Snowflake.
Create and maintain database structures for staging, integration, curated, consumption, reporting, data quality, MDM, Golden Record, and dashboard-facing schemas.
Configure and manage Snowflake warehouses for workload isolation, concurrency, auto-suspend, auto-resume, multi-cluster scaling, and cost-effective performance.
Monitor credit consumption, query execution, warehouse utilization, queueing, failed jobs, abnormal activity, and operational performance trends; recommend tuning or capacity changes through change control.
Partner with ETL developers, data architects, report developers, QA, and business analysts to tune Snowflake SQL, stored procedures, transformations, and reporting queries used by Power BI and HAP Portal dashboards.
Support role-based access control, least-privilege security, SSO integration, user provisioning, account lifecycle management, privileged access controls, and periodic access reviews.
Implement and validate controls for PHI, PII, HIPAA, Medicaid data security, encryption, logging, auditing, masking, and regulatory compliance requirements.
Coordinate with security, compliance, and audit teams to provide evidence, resolve findings, support penetration test remediation, and maintain auditability of administrative actions and data access.
Support Snowflake Time Travel, Fail-safe recovery coordination, replication validation where enabled, disaster recovery planning, tabletop testing, and recovery documentation for HI HAP/IDAP.
Assist with data quality framework operations, including configuration tables, rule execution support, results validation, troubleshooting, and integration with ADF master pipelines.
Participate in requirements, JAD, release planning, troubleshooting, incident response, and implementation readiness sessions to ensure Snowflake platform needs, dependencies, risks, and constraints are clearly understood.
Document operational procedures, runbooks, configuration decisions, capacity assumptions, deployment steps, monitoring processes, and administrative standards.

Required Qualifications:
5+ years of experience in database administration, data warehouse operations, cloud data platform support, or a closely related technical role.
3+ years of hands-on Snowflake administration or engineering experience, including database objects, warehouses, roles, grants, performance tuning, monitoring, and operational support.
Experience supporting cloud-based data platforms on Azure or AWS, with preference for Azure Commercial Cloud, Azure Data Factory, Azure Data Lake Storage, Azure Databricks, and related networking/security concepts.
Strong SQL skills, including performance analysis, query optimization, DDL, DML, stored procedures, views, and troubleshooting complex data warehouse workloads.
Working knowledge of role-based security, SSO, account management, encryption, auditing, logging, data masking, PHI/PII protection, and least-privilege access control.
Understanding of enterprise data warehouse concepts, including staging, integration, curated data layers, dimensional modeling, data marts, metadata, lineage, data quality, and reporting consumption patterns.
Experience troubleshooting database connectivity issues using Snowflake connectors, ODBC/JDBC drivers, BI tools, ETL tools, Python, SQL clients, or cloud-based services.
Experience supporting production operations, incident response, change control, release validation, backup/recovery testing, disaster recovery planning, and operational documentation.
Ability to work effectively with architects, ETL engineers, QA leads, business analysts, DevOps engineers, security teams, project managers, client stakeholders, and vendors.
Excellent written and verbal communication skills, with strong attention to detail and the ability to translate technical risks, dependencies, and operational needs into clear delivery guidance.
 
Preferred Qualifications:

Experience with Power BI, Microsoft Purview, Azure DevOps, CI/CD, Terraform, Git, Python, shell scripting, Snowpark, Snowpipe, streams, tasks, and Snowflake cost/performance governance.
Experience with Informatica, Azure Data Factory, Databricks, or healthcare ETL frameworks supporting high-volume data ingestion, transformation, reconciliation, restartability, and audit controls.
Knowledge of Medicaid reporting, CMS data needs, T-MSIS, MARS-E, HIPAA, NIST 800-53, HITRUST, FedRAMP/StateRAMP concepts, Section 508/ADA accessibility considerations, and public-sector audit evidence expectations.
Experience supporting data quality frameworks, master data management, provider Golden Record, reference data, metadata management, lineage, cataloging, and data governance processes.
Snowflake certification, Azure certification, or equivalent demonstrated experience in cloud data platform administration.
