OVERVIEW:
SILTT is searching for a dynamic and highly motivated Network Operations Center (NOC) Change Planning Manager responsible for coordinating, governing, and continuously improving the end-to-end change management process across the 24x7x365 Network Operations environment. This role ensures that all network, infrastructure, and system changes are assessed, approved, scheduled, implemented, and reviewed in a controlled and auditable manner, minimizing operational risk and customer impact. The Change Planning Manager will serve as the chair of the Change Advisory Board (CAB), drive adherence to ITIL best practices, and maintain alignment between engineering, operations, facilities, and security teams to safeguard uptime and SLA compliance. A DAY IN THE LIFE:
In this role, you will support a high-impact Network Operations Center that forms the backbone of enterprise service delivery. This role provides the opportunity to modernize NOC best practices and shape a world-class operations culture that scales while maintaining customer trust and operational excellence. Key responsibilities include, but are not limited to:
- Change Management and Governance:
- Own and administer the enterprise change management process (standard, normal, emergency).
- Facilitate weekly Change Advisory Board (CAB) and daily pre-change briefings to review, approve, and schedule maintenance activities.
- Maintain and publish the master change calendar with blackout windows and dependency mapping.
- Review and approve Risk Assessments, Method of Procedure (MOP), and rollback plans prior to change execution.
- Track and report change success rate, incidents caused by change, and overall compliance to SLAs.
- Lead post-change reviews and corrective actions for failed or emergency changes.
2. Operational Planning and Coordination:
- Integrate NOC, Facilities, and Security maintenance events into a unified schedule.
- Ensure change windows are sequenced to avoid conflicts (e.g., power, cooling, or network impacts).
- Partner with Engineering, Infrastructure, and Application teams to plan project and maintenance releases.
- Oversee readiness gates, change freezes, and coordinated “Go-Live” activities for major upgrades.
3. Process Improvement and Reporting:
- Maintain and refine change workflows in the ITSM tool (ServiceNow, Remedy, or JIRA Service Management).
- Leverage customer dashboards and KPI packs (weekly MBR/monthly QBR) showing change volume, approval time, and success metrics.
- Implement automation and self-service models for low-risk standard changes.
- Ensure alignment with ISO 20000, ITIL, and internal audit requirements.
4. Leadership and Stakeholder Engagement:
- Coach and mentor NOC and Engineering staff on change discipline and documentation standards.
- Serve as primary escalation for change-related conflicts or emergency maintenance events.
- Communicate effectively with executives, customers, and third-party vendors on major changes or service impacts.
- Collaborate with QA, Incident, and Problem Managers to drive continuous improvements and reduce repeat incidents.
BASIC QUALIFICATIONS:
- Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field.
- 10+ years of experience in network operations, service delivery, or change management.
- 5+ years in a leadership or coordinator role overseeing change control in a 24x7 environment.
- Strong understanding of ITIL Change and Release Management processes.
- Experience with enterprise monitoring, configuration, and ITSM platforms (ServiceNow, SolarWinds, LogicMonitor, etc.).
- Excellent communication, facilitation, and analytical skills.
- ITIL v4 certification preferred; PMP or similar process certification desirable.

WORK LOCATION:
The work associated with this role is expected to be performed on-site at our San Diego Area location, though some travel may be required for periodic support as needed.
Compensation: $109,500.00 - $145,500.00 per year
