Position Overview
The Commonwealth of Pennsylvania is seeking a highly skilled Business Analyst to support IT system development, maintenance, and transition to a new statewide Child Welfare Case Management (CW CM) system. This role involves working closely with stakeholders, managing requirements, and ensuring successful implementation of system enhancements and modernization initiatives. 

Key Responsibilities
  •  Gather, analyze, and document business, functional, and user requirements
  •  Support IT systems including CWIS, AFCARS reporting, and Title IV-E systems
  •  Assist in transition to the Child Welfare Case Management (CW CM) system
  •  Manage defects, change requests, and system enhancements
  •  Track project progress, timelines, and deliverables 
  •  Provide status reporting and ensure compliance with state and federal requirements 
  •  Support User Acceptance Testing (UAT), deployment, and issue resolution
  •  Perform data quality analysis and compliance tracking
  •  Collaborate with stakeholders, SMEs, and cross-functional teams 
  •  Facilitate meetings, workshops, and presentations 
  •  Support end users and resolve business and technical issues
  •  Maintain documentation using Microsoft tools and systems such as TFS, Azure DevOps, MTM, ServiceNow
Required Skills & Experience
  •  7+ years of experience in: 
    • Business Analysis and requirements development
    • SDLC processes with focus on requirements and UAT
  •  Strong knowledge of business analysis principles and techniques
  •  Experience supporting system development, testing, and deployment
  •  Strong communication, analytical, and problem-solving skills 
  •  Ability to manage multiple priorities and stakeholders 
  •  Proficiency in Microsoft tools (Excel, Word, PowerPoint, Outlook
Preferred Qualifications
  •  Experience in Child Welfare or Human Services domain
  •  IIBA certification (preferred) 
  •  Experience with Azure DevOps, TFS, ServiceNow, or similar tools
